Ok, friends…this is a fancy way of referring to God, His created supernatural beings and the place where He sits to receive reports from those accountable to Him. God sits on His throne and presides over the little gods, angels, or creatures who minister to, report to, or inquire of Him as He sits in judgement over them or counsels them. My favorite example is that of a blameless man’s Enemy standing before God!

Job (Iyov in Hebrew) 1:6 It happened one day that the sons of God came to serve Adonai, and among them came the Adversary.

What is the counsel made up of? Who is present there? Maybe the 24 elders dressed in white?

Revelation 4:4 Surrounding the throne were twenty-four other thrones, and on the thrones sat twenty-four elders dressed in white clothing and wearing gold crowns on their heads.

The sons of God, maybe angelic beings or the terrifying, worshiping creatures from the Revelation ?

Revelation 4:4 The first living being was like a lion, the second living being was like an ox, the third living being had a face that looked human, and the fourth living being was like a flying eagle.[a] Each of the four living beings had six wings[b] and was covered with eyes inside and out; and day and night they never stop saying,

“Holy, holy, holy is Adonai, God of heaven’s armies[c]
the One who was, who is and who is coming!”

And whenever the living beings give glory, honor and thanks to the One sitting on the throne, to the One who lives forever and ever, 10 the twenty-four elders fall down before the One sitting on the throne, who lives forever and ever, and worship him.

And what about those little “g’s”…other gods? Commanding us to have no other gods “in His face”, as it is properly translated, implies that there ARE other little “g” gods who compete for supremacy over THE God.

Exodus 18:11 Now I know that Adonai is greater than all other gods, because he rescued those who were treated so arrogantly.”

Is it true the Adversary can indeed stand before His Creator and Judge in the Divine Counsel to inquire of Him? According to Job 1:6, the Adversary can go in and out of the Presence of ADONAI when the sons of God come to serve. I know this truth is a tough sell because it messes with some traditions of men, but I can only quote the Word. The One who watches over us sits as a Judge receiving indictments at the hands of the enemy of our souls and defends our integrity.

Job 31:34 from fear of general gossip
or dread of some family’s contempt.
keeping silent and not going outdoors —
35 I wish I had someone who would listen to me!
Here is my signature; let Shaddai answer me!
I wish I had the indictment my adversary has written!
36 I would carry it on my shoulder;
I would bind it on me like a crown.

Job 42: 7 After Adonai had spoken these words to Iyov, Adonai said to Elifaz the Teimani, “My anger is blazing against you and your two friends, because, unlike my servant Iyov, you have not spoken rightly about me. So now, get yourselves seven young bulls and seven rams, go to my servant Iyov, and offer up for yourselves a burnt offering. My servant Iyov will pray for you — because him I will accept — so that I won’t punish you as your boorishness deserves; because you have not spoken rightly about me, as my servant Iyov (Job) has.

It seems that if we rely on what Scripture says, the God of the Divine Counsel presides over all the created beings mentioned above and finds no equal among them. The practical and joyful conclusion is that this GOD is intent on justice for His servant-friends! I want to be one of those friends that ADONAI can point to and say ” Did you notice my servant Rebecca, that there’s no one like her on earth, a blameless and upright woman who fears God and shuns evil?”
